Call a meeting. Ask who wants to be a leader. Ban the volunteers from leadership roles. Adjourn the meeting. The people who stay to clean up are the ones you pick to be the leaders.
What if no one volunteers, and finally someone looks wearily around the room and says, "Well, I'll do it if no one else wants to...."?
That shows the requisite lack of desire for the post. But they still need to offer to do grunt work.
