Reporters have to get the story out fast and punchy. Hence
"at the Ministry of Foreign Affairs ... the left wing was gutted by fire". President Ellen Sirleaf was in her 6'th floor office at the time. The Executive Mansion was fire-damaged a few years ago and has not been completely repaired.
The next day's story: Lonestar cell phone's server room started the fire. And contained it. The picture shows the "gutting." It looks to me like there would have been plenty of acrid smoke, though.
