You could likely craft something, but not the same sort of thing as the balloon animals. Those depend on the pressure inside pushing out the balloon to hold their shape.
Two daughters warn that the material is too sticky--though if there were something thin that it did NOT stick to that stickiness might help it stay together once you have the final (simple) shape.
