No confidence

"It was found that the democracy could not always be intimidated even by the threat of consulting them about the choice of a Government." A "no confidence" vote in Britain shakes things up a smidgeon(*). I wonder how we could construct one in the US: chuck everybody and make them all stand for re-election.
